Dear Athletes, Coaches and Athletes Representatives:

The Local Organizing Committee for the 2009 USA Track & Field Championships is proud to welcome you to Historic Hayward Field and Track Town, USA on behalf of the cities of Eugene and Springfield, Lane County, and the state of Oregon.

Many members of this community have worked tirelessly to provide the best-possible experience for you, your families and our other visitors as you pursue a spot on Team USA for the 2009 World Championships.  We wish you the best of luck in your efforts and hope that you will let us know if there is anything we can do to assist with your stay or with practice and competition.

This event is a continuation of an excellent partnership with USA Track & Field to stage outstanding events for athletes and fans. The USATF leadership has created many of the policies relating to the conduct of the event, including qualifying procedures, declarations, heat sheets, and the other rules of play. The LOC's role has been to work within this framework and to create an amazing event.

The fans of Track Town, USA are known around the world for their passion, enthusiasm, and appreciation of the sport. When you jump, throw, run or race walk here, the fans celebrate with you. And they celebrate not only your end performance, but also the countless hours you have spent prior to this event in pursuit of your dreams.

Athletes wishing to purchase tickets for family and friends can order online at GoDucks.com or 1-800-WEBFOOT.

 

Accreditation

The 2009 USA Championships is a controlled access event. Athlete Support “AS” credentials are provided to allow access for athlete support and/or personal medical to the warm-up area to prepare athletes for competition. AS credentials are not intended for use by friends or family. Through the entry process, athletes have the opportunity to request one free AS credential for a coach and to  purchase one additional AS Credential for a personal medical professional.

Admission to all practice, warm-up and competition facilities; athlete hospitality; athlete transportation; and athlete/athlete support seating (section L of the East) is by credential only from June 25–28.

Athletes must appear as “qualified” on the USATF website in order to receive a credential. Credentials will be required for entry to the facilities beginning Thursday, June 25.

 

Packet Pick-up

Packet pick-up is located in the Club at Autzen Stadium.  Autzen Stadium is located approximately a mile from Hayward Field at the following times:

Directions From Valley River Inn to Packet Pick-up

Head north on Valley River Way toward Country Club Road. Turn right at Valley River Drive. Turn left to merge onto Delta Highway. Take the exit onto I-105 E. Take exit 2 toward Coburg Road/Country Club Road. Turn right at Club Road.

Turn right at Centennial Boulevard. Turn right on Leo Harris Parkway (see map below).

 

Directions From Hilton Eugene to Packet Pick-up

Head east on 7th Avenue toward Oak Street. Merge onto Coburg Rd. via the ramp on the left to Springfield/I-5/I-105. Turn right at Martin Luther King Jr. Blvd. Turn right on Leo Harris Parkway (see map below).

 

Directions From Gateway Hotels to Packet Pick-up

Head south on Gateway Street toward Oakdale Ave. (away from Beltline Road). Turn right at Harlow Road. Turn left at N. Garden Way. Go through traffic circle, continuing south (on S. Garden Way). Turn right at Martin Luther King, Jr.

Blvd. Turn left at Leo Harris Parkway (see map below).

 

Transportation

 

Shuttles to Hayward Field

Three different shuttle routes will provide transportation from hotel properties to Hayward Field from Tuesday, June 23 through Sunday, June 28. Shuttle hours will vary by day but will generally run throughout the competition times each day.

A fourth route will serve the practice facility.

A shuttle loop will run from the Valley River Inn to Hayward Field. A shuttle loop will run from the Hilton, with Franklin Boulevard stops at the Phoenix Inn and the Market of Choice (across from the Holiday Inn Express) to Hayward Field. A shuttle loop will run from the Gateway properties, starting at the Courtyard by Marriott to Hayward Field. A shuttle loop will run from Hayward Field to the practice facility at South Eugene High School.

You must have your credential to board the shuttle service to Hayward Field. Shuttle drop-off/pick-up at Hayward Field will be located on 18th Avenue at the main athlete entrance. Please be sure to get on the correct bus on your return as there will be 2 different shuttle routes.

 

 

Shuttle From Valley River Inn Shuttle To Hayward Field

Shuttle buses from the Valley River Inn to Hayward Field will depart from the front entrance of the hotel. A detailed transportation schedule for each day will be available in the hotel lobby and at Hayward Field. Shuttle service will run every 30 minutes at the following times:

Shuttle buses from the Hilton Eugene to Hayward Field will depart from the 7th Avenue pullout on the south side of the Hilton Eugene, stop at the Phoenix Inn, and continue on to the Market of Choice on Franklin Blvd. (across from the Holiday Inn Express) before stopping at Hayward Field.

A detailed transportation schedule for each day will be available in the hotel lobby and at Hayward Field. Shuttle service will run every 30 minutes at the following times:

A detailed transportation schedule for each day will be available in the hotel lobby and at Hayward Field. Shuttle service will run approximately every 60 minutes according to the following times:

Van Program

The local organizing committee will offer a van program that will stage at the Athlete Entrance (south of Hayward Field) to transport athletes to Autzen Stadium for credentials and packet pick-up. The hours for this van service are:

Parking at Hayward Field

Parking is not available near the competition/warm-up facility. Athletes and their credentialed support staff are strongly advised to ride the event shuttle buses for the quickest and most convenient access to Hayward Field.

 

Dropping Off Athletes at Hayward Field

Private cars that display an Athlete (A) or Athlete Support (AS) credential may drop off athletes at the designated zone outside the Athlete Entrance on 18th Avenue. To reach this location, vehicles will need to travel north on Agate Street to the credential check point near the intersection of Agate Street and 18th Avenue. After displaying the proper credential—an Athlete (A) or Athlete Support (AS) credential—the vehicle may continue west on 18th Avenue to the designated drop off zone. Please refer to the enclosed map.

 

Lane Transit District (LTD)

LTD provides daily bus services to within a few blocks of Hayward Field from many locations in Eugene and Springfield. Visit LTD.org for route, schedule, and fare information. LTD Customer Service can also be reached at (541) 687-5555.

Warm-up Facility Hours of Operation

The athlete warm-up area at Hayward Field features multiple fields and a track (please see enclosed map). The general warm-up area is open to all credentialed athletes for warm-up or shakeouts. The day-of-competition warm-up area is located on the artificial turf field to the north of the general warm-up area, and it houses the tent for the Clerks. Only athletes on that day’s start list will be permitted to enter the day-of- competition warm-up area. Credentialed athlete support personnel will not have access to the day-of competition field, but will be permitted around the perimeter of the area and be able to communicate with their athletes until the athlete is escorted to the field of play.

 

These areas will be open at the following times:

Special Practice For Discus

Athletes wishing to practice the discus after Wednesday must do so in the discus ring of the hammer field at Hayward Field. The discus ring at South Eugene High School is not available. Athletes may practice the discus at Hayward Field at the following times on the following days:

Thursday, June 25 12:00 p.m. – 2:00 p.m.
Friday, June 26 11:00 a.m. – 1:00 p.m.
Saturday, June 27 11:00 a.m. – 1:00 p.m.

 

Athlete Flow

Athlete Entry/Warm-up

Athletes should enter the Hayward Field warm-up area via the athlete entrance on 18th Avenue, on the south side of Hayward Field (please see enclosed map).

Competing athletes will have their uniform and  equipment checked at the initial check-in tent (please see enclosed map).

Competing athletes will also receive their bib at this time. Athletes have the option of warming up on the warm-up track, the field enclosed by the warm-up track, or the field south of the hammer throw area. Athletes may also warm-up outside the facility but must remember to bring their credential if exiting Hayward Field. Athletes may bring personal shelter, chairs, etc., to be placed around the perimeter of these two fields.

 

Day-of-Competition Warm-up Area/Clerk’s Tent

The Clerks are located on the day-of-competition field, just north of the general warm-up area. Access to the day-of-competition field is in the southwest corner of the field (please see enclosed map). Access to the field is limited to athletes on that day’s start lists only. However, credentialed athlete support will have access to communicate with their athletes from around the perimeter of the day-of-competition field. Competing athletes must check-in with the Clerks on first call, but may continue to warm-up in the day-of-competition field (or any of the general warm-up areas).

When summoned, athletes must remain in the Clerks’ tent until they are escorted into the stadium for competition.

 

Field of Play

Athletes will be escorted from the Clerks’ tent into the West Grandstands field house. No athlete may enter the field of play unless escorted by the appropriate official. Athletes competing in running events will receive hip numbers in the field house and have the opportunity to do final strides prior to be led to the starting line. Athletes in all field events will be led directly to their events.

 

Exiting the Field of Play (Qualifying Rounds)

After competition, athletes will be escorted off the field of play. Some athletes may be asked to do an interview with TV or the in-stadium announcer. All athletes will be escorted off the field of play directly into the Mixed Zone. No athlete may leave the field of play except with an official through the designated athlete exit path.

 

Exiting the Field of Play (Finals)

After competition, the top three finishers honored on the awards podium inside Hayward Field and then take a victory lap to be honored by the Hayward Field crowd The fourth through sixth place finishers will receive their awards at the Recovery Tent.

 

Mixed Zone

All athletes will pass through the Mixed Zone into the Recovery Tent, but athletes may choose not to speak to the media in the Mixed Zone. Athletes will be able to retrieve their clothing from the basket crew in the Recovery Tent. Some athletes may be escorted into the Media Interview tent for formal interviews. Athletes selected for drug testing will be assigned their chaperones. Selected athletes must report to USADA’s testing center (located inside the indoor tennis courts, west of the day-of-competition field) no later than one hour after notification of selection for testing.

 

Recovery Tent

Clothing baskets and fluids will be located in this area. Athletes who are selected for drug testing will sign appropriate paper work and attach to the doping chaperone at this time. All clothing and bags must be taken by the athletes before leaving this area since there is a no return policy. Coaches and agents will not have access to the Recovery Tent or the Mixed Zone. A special designated area outside of the Recovery Tent will be roped off just for agents/coaches who need immediate access to their athlete.

 

Check-in At Clerks’ Tent

All athletes must check in at the Clerks’ tent according to the following schedule:

Running events at least 45 minutes prior to the event

Throwing events at least 70 minutes prior to the event

Horizontal jumps at least 70 minutes prior to the event

High jump at least 70 minutes prior to the event

Pole vault at least 120 minutes prior to the event

 

Final Report Times (Running Events)

Running event athletes must report to the Clerks’ tent 25 minutes prior to the scheduled start of the event. Athletes will be escorted to the competition venue.

 

Final Report Times (Field Events)

Field event athletes must report to the Clerks’ tent according to the following schedule:

Throwing events 60 minutes prior to the event

Horizontal jumps 60 minutes prior to the event

High jump 60 minutes prior to the event

Pole vault 100 minutes prior to the event

 

Field Event Warm-up Procedures

Field event athletes will be escorted to the competition venue.  In the throwing events and horizontal jumps, athletes who are not in the first flight will be escorted away from the event site approximately 20 minutes prior to the start of the competition, and 15 minutes will be reserved for the first flight to warm-up.

Warm-up will cease approximately 5 minutes prior to competition for site preparation. Subsequent flights will be called to report to the Clerks’ tent, escorted to the competition site, and receive 15 minutes of warm-up time.

 

Competition Information

Spike Regulations

Athletes may only use pyramid or Christmas tree spikes that are no larger than 7mm (1/4”) in length. High jumpers and javelin throwers may use a 9 mm (3/8”) or less spike. Spikes will be checked at the initial check-in tent and those not meeting the regulations must be replaced by the athlete. No pin spikes will be allowed on the competition, warm-up or practice tracks.

 

Implement Inspection

Athletes must provide their own implements for practice and competition, provided they pass the implement inspection. All implements will be impounded after inspection and must be marked with the athlete’s name. Implements not passing inspection will be returned after the completion of competition.

Implements must be presented at the Implement Inspection Room, located in the indoor tennis courts (see enclosed map), no later than the day prior to the start of the event.

Meet organizers will NOT provide a supply of implements for use by competitors not wishing to use their own implements or whose implements have not passed inspection. Personal implements that are accepted for use in the competition lose identity as privately owned implements for the duration of the competition and may be used by any competitor.

Equipment bags will be inspected. Athletes will not be allowed to have any implements in equipment bags taken to the competition venue. Athletes with practice implements must leave the extra implements with the Clerks.

Competition Bibs

Competition bibs will be available at the Initial Check-in Tent at Hayward Field on the athlete’s first day of competition. Athletes will receive two bibs—one to be worn on the front and one on the back of the. Vaulters and high jumpers may choose to wear a single bib on either the front or back.

Bibs printed with numbers are to be worn on the back of the uniform. Bibs printed with the competitor’s name must be worn on the front. Vaulters and high jumpers wearing only one bib must wear the bib with the athlete’s name. Bibs may not be folded or altered in any manner.

 

Athlete and Athlete Support Seating

Athlete and athlete support seating is located in section L in the East Grandstands. Seating is on a first-come, first-served basis and requires an athlete or athlete support credential.

 

Coaching Boxes

Special coaching boxes have been designated inside Hayward Field for working coaches during their athlete’s competition only (please see enclosed map). Access to this area is provided to coaches with an “AS” credential.

Vaulting Pole Transportation and Storage

Vaulting poles can be transported from the Valley River Inn, the Hilton, and the Phoenix Inn to the competition venue and the practice facility on the event shuttle buses. Poles may be stored at the equipment storage area inside the indoor tennis courts at Hayward Field from June 23 through June 28. Please make sure you have your name on your bag when you leave them for storage.

Daily start lists will be posted at the Clerks’ Tent and Athlete Lounge at Hayward Field.

 

Official Results

Official results will be posted at the Protest Table and Athlete Lounge at Hayward Field.

 

Competition Information

National Team Sign-Up For World Championship Team

Team Processing is located west of Hayward Field in the Bonus Room of the Student Recreation Center. The entrance is across from Track Town Plaza on the field level. Athletes must complete team processing on the day of their finals. We strongly suggest coming to the team sign-up room immediately after drug testing. National team sign-up will be available at the following times:

Thursday, June 25 8:00 p.m. – 10:00 p.m.
Friday, June 26 8:00 p.m. – 10:30 p.m.
Saturday, June 27 10:00a.m. – 11:00 a.m.
4:00 p.m. – 8:00 p.m.
Sunday, June 28 10:00a.m. – 11:00 a.m.
3:00 p.m. – 6:00 p.m.

Please schedule at least 30 minutes for team processing. Personal coaches who wish to apply for a World Championship housing/credential package must accompany their athlete to team sign-up to complete an application. Coaches will need tentative travel dates to complete the application.

 

National Team Sign-Up For Junior Pan-Am Team

Team processing for the Junior Pan-Am Championships team will take place on the day of the final of each individual event from Thursday, June 25 through Sunday, June 28. National Team Sign-Up is located west of Hayward Field in the Student Recreation Center. The entrance is across from Track Town Plaza on the field level. Team processing will operate on the following schedule (subject to extensions necessitated by doping control procedures):

Thursday, June 25 7:00 p.m. – 8:00 p.m.
Friday, June 26 2:00 p.m. – 9:00 p.m.
Saturday, June 27 12:00 p.m. – 7:00 p.m.
Sunday, June 28 12:00 p.m. – 7:00 p.m.

The top four (4) finishers in each individual event and the top six (6) in the 100m and 400m, will be asked to complete processing for the Team. An athlete must complete Team processing at the Junior Championships in order to be eligible for the Team. Those who fail to complete Team processing on the day of their event final at the Junior Championships will forfeit the opportunity to select themselves as a member of the Team. Please plan for at least 30-60 minutes to complete team processing.

Athletes should bring their U.S. Passport with them to the Pan Am Junior Championships Team processing. In addition, athletes should bring contact information for his/her coach, their recent competitive biography and any additional material needed to complete the sign-up process.

 

Protests

Protests relating to matters which develop during the conduct of the competition must be made in writing, only by an athlete or an athlete’s representative with an “AS” badge on behalf of the athlete. The protest must be completed, signed and submitted at the protest table at once and no later than 30 minutes after the official posting of the results. Protest forms will be available at the protest table (see enclosed map). The referee’s decision will be posted at the protest table and a copy will made available for the athlete filing the protest as soon as the information is available. A $100 cash fee is required to file a protest. The fee will be returned if the protest is upheld.

 

Appeals

If an athlete or his or her representative wishes to appeal the referee’s decision, an appeal must be submitted in writing, signed and accompanied by an additional $100 cash appeal fee at the protest table, immediately and within 30 minutes after the action by the referee has been officially posted. The appeal fee is non-refundable unless the appeal is upheld.

Appeal forms will be available at the Protest Table. An appeal must be filed only by an athlete or an athlete’s representative on behalf of the athlete. The Jury of Appeals decision will be posted at the Protest Table and a copy will be available for the athlete or coach filing the appeal as soon as a decision regarding the appeal is made.

 

Awards

A gold medal will be given to the winner of each championship event; a silver medal to second place; and bronze medals to third through sixth places.

 

Prize Money

USA Track & Field will pay prize money to the first through fifth-place finishers in each senior championship event as follows:

First Place $4,000

Second Place $3,000

Third Place $2,000

Fourth Place $1,000

Fifth Place $500

Athletes with remaining collegiate eligibility are not eligible to receive this prize money. Prize money will not be distributed until all drug-testing results have become final. Funds will only be distributed to persons who are eligible to represent the United States in all levels of international competition.

 

Practice Facility

 

Practice Track at South Eugene High School

The South Eugene High School practice facility will be open for all athletes June 23–28 at the following times:

Tuesday, June 23 12:00 p.m. – 6:00 p.m.
Wednesday, June 24 9:00 a.m. – 6:00 p.m.
Thursday, June 25 9:00 a.m. – 6:00 p.m.
Friday, June 26 9:00 a.m. – 6:00 p.m.
Saturday, June 27 9:00 a.m. – 6:00 p.m.
Sunday, June 28 9:00 a.m. – 12:00 p.m.

Athletes wishing to practice the discus or hammer must practice at either Hayward Field (see above) or Lane Community College.

 

Shuttle Service To South Eugene High School

Shuttles will operate between Hayward Field and the South Eugene High School practice track will depart from the 18th Avenue Athlete Entrance. Shuttle service will operate during the hours of operation for the South Eugene High School facilities.

 

Directions from Valley River Inn to South Eugene H.S.

The South Eugene practice track is just over 3 miles from the Valley River Inn. Travel north on Valley River Way toward Country Club Road. Turn right to merge onto I-105
W/OR- 126 W. Take a slight left at Jefferson Street. Turn left at W 13th Avenue. Turn right at Jefferson Street. Turn left at W 18th Avenue. Turn right on Pearl Street, which becomes Amazon Parkway. Turn left on East 24th Avenue, the practice track will be on your left.

 

Directions from the Hilton to South Eugene H.S.

The South Eugene practice track is just over 1.5 miles from the Hilton Eugene. Travel east on 7th Avenue. Turn right on Pearl Street. After crossing 18th Avenue, Pearl Street will become Amazon Parkway. Continue south on Amazon Parkway. Turn left on East 24th Ave., the practice track will be on your left.

 

Directions from Gateway Hotels to South Eugene H.S.

From Beltline Road, head west on Beltline Road toward Interstate 5. Take I-5 south to I-105 W/OR-126 W toward Eugene. Exit on Coburg Road toward Downtown. Keep left at fork and follow signs for City Center-Mall/Univ. of Oregon and merge onto Coburg Rd. Continue on Coburg Road across the Ferry Street bridge (stay left). Coburg Roads leads to Mill Street, which leads to E. Broadway (keep left). Turn right at Patterson Street. Turn right at E. 24th, the practice track will be on the right just before Amazon Parkway.

 

Practice Track at Lane Community College

The Lane Community College practice facility will be open for all athletes June 23–28 at the following times:

Wednesday, June 24 9:00 a.m. – 6:00 p.m.
Thursday, June 25 9:00 a.m. – 6:00 p.m.

Athletes wishing to practice the discus or hammer must practice at either Hayward Field (see above) or Lane Community College.  There are no medical services or shuttles provided for practice at Lane Community College.

 

Directions from Hayward Field to Lane Community College

From Hayward Field, head north on Agate Street and turn right on Franklin Blvd and follow the signs for I-5 South. Take the I-5 South ramp, continuing on I-5 South for approximately 2 miles. Take exit 189 toward 30th Ave. Turn right at McVay Hwy. and then turn right at East 30th Ave. Exit on Gonyea Road. The track facility will appear on your left.

 

Medical Services

Hayward Field Medical Treatment Center

The Hayward Field medical treatment center will offer a full range of services by medical professionals including athletic trainers, physical therapists, chiropractors, massage therapists, physicians and nurses. Credentials are needed to receive treatment.

These health care professionals can provide athletes with modality treatments including deep and superficial heat, cold, and electrical stimulation as well as hands-on treatment methods, ice baths, injury assessment and triage. A medical surveillance team consisting of trainers and doctors will be on the field of play at all times during competition. The Medical Treatment Center at Hayward Field will be open at the following times:

Thursday, June 25 7:30 a.m. – 9:30 p.m.
Friday, June 26 7:00 a.m. – 9:30 p.m.

Sunday, June 28 7:30 a.m. – 6:00 p.m.

 

Personal Medical Professionals

Tented space will be available on a first-come basis near the meet medical tent for personal medical professionals who have an Athlete Support (AS) credential. Personal medical professionals must provide their own massage tables and supplies. The individuals should identify themselves to the medical staff to avoid confusion and should only treat athletes for whom they are contracted to provide services. Ice for personal medical use will be available in meet medical.

 

After-Hours Medical

An after-hours sick call service will be provided by the local organizing committee through MTM Communications. Service is available 24 hours a day. Physicians will be on call and can be reached by calling (541) 607-4181. Please note this is strictly for medical situations that arise after the athlete medical treatment centers have closed.

 

South Eugene High School Training Room

Certified athletic trainers will be on site at the South Eugene High School practice facility to address incidents that may occur at the practice facility. There will be no physical therapists, chiropractors, or massage therapists located at South Eugene High School. Athletes seeking medical treatment should visit the treatment center at Hayward Field.

 

Drug Testing

Athletes who participate in this competition are subject to drug testing performed by the U.S. Anti-Doping Agency (USADA) in accordance with the USADA Protocol for Olympic Movement Testing.

 

BE ALERT - Knowing your rights and responsibilities may save you from making a mistake that could jeopardize your athletic career. The use of ALL dietary supplements is "at the athlete's own risk of committing a doping violation." BE AWARE - Testing may take place at any time or after any round - preliminary, qualifying, or final - USADA typically selects place finishers and random athletes. Athletes have 60 minutes from the time they are notified of being selected for testing to arrive at the Doping Control Station and will be accompanied by a chaperone during that time.

 

BE CLEAN - Checking to see if the medication you take is allowed could be the difference between passing your test and serving a doping ban. A search on USADA's easy-to-use Drug Reference Online™ (www.usada.org/dro) or a quick call to USADA's Drug Reference Line™ (1-800-233-0393) and following-up with any necessary forms is all it takes to pass with flying colors.

 

BE INFORMED - Watching USADA's short testing video will familiarize you with the drug testing process (www.usada.org/what/process/). When making travel arrangements please allow enough time for drug testing at the end of your event. This will include providing a sample and processing paperwork. The adjudication of anti-doping rule violations or refusals to test will be carried out by USADA. Athletes found to have committed a doping violation will be disciplined according to penalties specified by the World Anti-Doping Code and, if appropriate, applicable IAAF rules. Such penalties may result in a period of ineligibility as well as disqualification from the event.
